Anthony Dan Tarlock is University Distinguished Professor Emeritus at the Chicago-Kent College of Law, Illinois Tech. From 2014-2019, he was a member of the Technical Committee of the Global Water Partnership in Stockholm, Sweden. He has written extensively about Chinese water and consulted with Chinese government agencies and universities on water allocation and management issues. 

 

Professor Tarlock has taught both domestic United States and international Environmental Law, domestic United States water law, domestic land use controls and energy law, and he has written widely on international water law. His publications include:

Professor Tarlock holds and A.B. and LL.B. from Stanford University. He has held tenured positions at Indiana University, Bloomington and Chicago-Kent College of Law, Illinois Tech. In addition, he has visited at a number of United States universities including Chicago, Hawai'i, Kansas, Pennsylvania, Southern California, Texas and Utah. He has also been a visiting scholar and teacher at Queensland University of Technology, Brisbane, Australia, City University of Hong Kong, The UNESCO Centre for Water Law, Policy, and Science, University of Dundee, Scotland and the University of Trento, Italy. He has also lectured throughout Africa, Asia, Australia and Europe. 

 

Professor Tarlock has been a consultant to the Canada-United States International Joint Commission on a variety of international issues involving the management of the Great Lakes. From 1998-2008, he a special advisor to the Submissions Unit of the Commission on Environmental Quality created by the North American Free Trade Agreement (NAFTA).

 

In the United States, Professor Tarlock has been involved in many issues involving the allocation and management of interstate rivers as a member of the Water Science and Technology Board of the National Academy of Sciences and as a consultant to federal entities, state governments and private law firms. He has participated in two interstate water disputes which reached the United States Supreme Court.
