Dr. Musa Abseno is an independent consultant on international water law, national water law and policy, and an Affiliate Member of the International Water Law Academy. He is also a Member of the Negotiation Team on the Great Ethiopian Renaissance Dam (GERD), advising and representing the Ethiopian Government. As an independent consultant, Dr. Musa works with international and regional organizations, in the field of international and national water law and policies, hydro-diplomacy, water conflict and regional dam safety regulations.
His research areas include international and national water law interface focusing on a joined approach to the implementation of international water law principles at the national level through appropriate domestic laws and institutions. Moreover, he is distinctly interested in exploring appropriate legal and institutional framework for the Nile Basin, and the Ethiopian national water laws and policy.

Dr. Musa Mohammed Abseno has over 20 years of professional experience in the field of transboundary water resources management. He was an Associate Partner, Multi-Talent Consultancy PLC; worked in field of international and national water law and policy including environmental law and policy.
Dr Musa was the Director of Transboundary Waters Affairs Department of the Ministry of Water Resources of Ethiopia for many years. He was also a member of the Panel of Experts (POE); the Negotiations Committee for the Nile Basin Co-operative Framework Agreement (CFA); Technical Advisory Committee (TAC) for NBI; and Trilateral National Committee (TNC) for the negotiation of the Declaration of Principles (DOP) between Egypt, Ethiopia and Sudan.
As a consultant he has worked with WWF; Nile Basin Initiative (NBI); Eastern Nile Subsidiary Action Team (ENSAPT); Nile Basin Discourse (NBD); GWP; IGAD and others. DR. Musa works in many countries, specifically in the Nile Basin countries; Ethiopia, the Democratic Republic of Congo, Kenya, Rwanda, Sudan, and Uganda.
He is currently an independent consultant and a member of Negotiation Committee on the GERD advising the Ethiopian Government.
