LIU Heng

Prof. Dr. Heng Liu is Affiliate Member of our Academy, as well as Senior Technical Advisor of Department of Energy, United Nations Industrial Development Organization (UNIDO), Vice President of Nanjing Hydraulic Research Institute of Ministry of Water Resources, Ministry of Transport and National Energy Administration in China.

Prof. Liu has been engaged in researches on water resources planning and management, water resources optimizing allocation, water resources sustainable development, international river, green hydropower etc. since 1981. His recent researches covered transboundary river on climate change, hydrology and hydropower development (Lancang-Mekong River), integrated water resources management index of water quantity, water quality and water use efficiency, investigation of key parameters of environmental impact for green and sustainable hydropower impact, also worked as quality control expert for the Eu-China water resource management projects.

 

Prof. Liu served as Director General of the International Center on Small Hydropower (ICSHP) under auspices of UNIDO and China’s Ministry of Water Resources and Ministry of Commerce, Panelist of United Nations Secretary General Advisory Board on Water and Sanitation / The High-level Expert Panel on Water and Disaster (UNSGAB/HLEP), Vice Chairperson of Intergovernmental Council Bureau of the International Hydrological Programme of UNESCO (UNESCO-IHP), Chairperson of Regional Steering Committee for Southeast Asia and Pacific of UNESCO-IHP, Member of the Governing Board of UNESCO-IHE, Member of Advisory Working Group of the Commission for Hydrology of World Metrological Organization (WMO), and Vice Chair of Global Water Partner (China) Technical Committee, etc.

 

Prof. Liu graduated from Hohai University (Nanjing, China) and UNESCO-IHE Institute for Water Education (Delft, The Netherlands). He has received eight national and ministerial awards for his excellent contributions on scientific researches, published over 80 papers in national and international scientific journals.
