Falko Sellner is currently Team Leader of a long-term EU project supporting the Western Balkan Investment Framework, where the European Union, Bilateral Donors and Financial Institutions pool their resources and prioritise investment needs with TA and investment grants and loans at the Western Balkans. This requires coordination and cooperation of many institutions across the EU and the accession countries at the Western Balkans.
Falko has worked in the international donor business as Team Leader, Legal and Institutional Expert, in over 40 jurisdictions, in Africa, Asia, the Middle East and in almost all South-Eastern European countries. His roles ranged from advising governments in transposing modern (and EU compliant) legal requirements and thus establishing regulatory regimes in infrastructure sectors, such as environment (water and waste), transport (road, rail), energy (electricity, gas), many social sectors, on horizontal topics, such as procurement, Public Private Partnerships, to actually establishing partnerships with the private sector and financial institutions for small, medium and large scale infrastructure projects. Having also worked for the private sector in infrastructure project finance and acquisition, Falko is able to strike fair and sustainable balances between public and private stakeholders, development and commercial financial institutions, and their respective interests.

Falko Sellner holds an LL.M from the University of Innsbruck (Austria), a diploma in European Union Law, from the University of Saarbrücken, Germany and another LL.M from the renowned International Water Law and Research Institute (former CEPMLP) University of Dundee, where he graduated with honours. Falko’s education at the University of Dundee continues to be a vital foundation for his professional life, which is one of the reasons why he has been an associate of the IWLRI for many years and he is honoured to become an affiliate at the Wuhan International Water Law Academy.
