Mohamad Mova AlAfghani is an affiliate member of the Academy and Lecturer on Environmental Law at Universitas Ibn Khaldun Bogor, Indonesia. His PhD is focused on the transparency aspect of water utilities regulation using a comparative approach, under the supervision of Professor Patricia Wouters at the Centre for Water Law, Policy and Science, University of Dundee.


Mova had been working as expert consultant with United Nations Industrial Development Organization (UNIDO) on the phasing out of persistent organic pollutants, World Health Organisation (WHO) on drinking water quality and water safety plan, United Nations Development Programme (UNDP) on a project to phase-out mercury as well as with UNDP’s Business and Human Rights Asia (BHR-Asia) program for Human Rights and Environmental Due Diligence (HREDD), the World Bank for a study on water security in Indonesia, IUWASH-USAID on the provision of drinking water to urban poor population and the Food and Agricultural Organization (FAO) on a study on water tenure, DFAT for research on local-scale sanitation and many others. 


Mova is a regulatory consultant and Director of the Center for Regulation, Policy and Governance (CRPG) based in Bogor, Indonesia. The CRPG has conducted a number of research where Mova acted as the Principal Investigator/team leader, among other, regarding The Role of Regulatory Frameworks for Ensuring the Sustainability of Community Based Water and Sanitation, Australia Indonesia Infrastructure Research Project, Indonesia Infrastructure Initiative, 2016 (AusAid Research Grant); Review of Regulatory Framework for Local Scale “Air Limbah”/wastewater 2015 (ADRAS/AusAid Research Grant with ISF-UTS); Increasing local government responsibility for communal scale sanitation, 2016 (INDII/AusAid), together with ISF-UTS, Independent Reporting Mechanism (IRM) of Indonesia’s Open Government implementation (with the Open Government Partnership) and many other. 


Mova was involved in the drafting of Indonesia’s new Water Law 17/2019 and consulted by the Indonesian Parliament on the drafting of the Jobs Creation Law. He is frequently consulted by the Indonesian Ministry of Planning, The Ministry of Environment and Forestry as well as the Ministry of Health on various water and environmental issues. His regional and international engagement includes in reviewing ASEAN Working Group on Water Resources Management work on the human right to water (as an expert representing the Raoul Wallenberg Institute); Member of Advisory Committee, Water and Open Government (SIWI, WRI and Open Government Partnership) and collaborating with the Sanitation and Water for All (SWA) on various occasions.



As a member of IWLA, Mova is mostly involved in research on national water law, both on water services (utilities regulation, rural water supply, sanitation and hygiene) and water resources (allocation frameworks, pollution control, flood risk mitigation and the human right to water).  His publications include:

Mova obtained his SH (LL.B), majoring in International Law from the Faculty of Law, Universitas Indonesia, his LL.M. on European and International Law (DAAD scholarship, graduated with Distinction) and his PhD from the University of Dundee, Scotland, UK. Prior to his PhD, Mova practiced corporate lawyer with several law firms in Indonesia.
